COMPARISON OF UL AND ULC STANDARDS DEVELOPMENT PROCESSES

General

The following table provides the detailed processes that UL and ULC follow for internal review and resolution of comments, committee/constituent review and resolution of comments, and publication of a draft harmonized standard or of a proposed revision. Each UL development process task is compared to the associated ULC task.

PROJECT INITIATION & DEVELOPMENT OF DRAFT
The ULC Project Manager forwards the draft proposal to the THC for technical review and comment. The UL Project Manager forwards the draft proposal to the THC for technical review and comment.

PRELIMINARY TECHNICAL REVIEW
ULC Standard's Staff receives the draft/proposal from UL and conducts their formatting and editorial review. This review step typically takes place during the development stages of the draft. ULC may elect to submit draft through ULC's committee structure for review.

UL sends draft/proposal to ULC in Word and PDF formats. UL conducts a preliminary technical review, which is intended to determine the initial response of the STP and subscribers to the technical content of the draft and to provide feedback. Please note, however, that a preliminary review may be conducted any time during the development and review stages of the draft.

ULC staff collects comments (including comments from their Standard's staff review), forwards the comments to the THC and copy to UL for review. ULC staff works with the THC and UL to resolve technical issues and agree to any proposed changes to the draft.

UL staff collects comments, forwards substantive comments to the THC and copy to ULC for review. UL staff works with the THC and ULC to resolve technical issues and agree to any proposed changes to the draft.

FINAL DEVELOPMENT OF DRAFT
The THC Secretary revises the draft according to the THC's response to the comments and sends the draft standard to UL (publication coordinator).

  After UL (publication coordinator) verifies the format of the standard, copies in Word and PDF formats are distributed to ULC.

(30 to 60 days)

ULC receives draft from UL and prepares for committee ballot. UL prepares to set up proposal review work area in CSDS.
The same text and clause numbering should be used by UL and ULC.

DRAFT REVIEW, BALLOT, AND COMMENT
ULC submits draft through ULC's committee review and ballot process and to ULC Advisory Council and other stakeholders for review and comment only.

UL issues a proposal document containing the agreed upon draft proposals to its STP members for review, comment, and balloting, and to industry members, subscribers, and public review participants for review and comment.

ULC collects comments and forwards them to the THC Secretary for resolution by the THC. Comments that resulted in negative ballots are identified.

RESPONSE TO COMMENTS & REVISION OF THE DRAFT
The THC Secretary provides the THC response to all comments. The THC Secretary forwards revised draft to UL (publication coordinator). Changes to the draft are identified by underline and strikeout.

ULC and/or UL may have to work with the THC to revise responses to comments and proposed changes to the draft so that the THC and each SDO are satisfied with the responses and proposals. Changes suggested by the THC may need to be reviewed by all involved UL and ULC staff to reach an agreement on responses.

ULC receives revised draft from UL. Format is verified by UL (publication coordinator). UL (publication coordinator) distributes copies of the revised draft to ULC in Word and PDF formats.

FINAL REVIEW
Both ULC and UL comments and responses from the THC are submitted to ULC's committee structure for review and approval along with a copy of the draft with proposed changes. ULC may access UL's committee/constituent comments in CSDS.

UL responds to their committee/constituent comments via CSDS. ULC is given access to the respective CSDS work area. ULC committee/constituent comments and responses posted in a file in CSDS. UL creates a recirculation document that includes the revised draft/proposal and sends ULC a revised draft proposal in PDF format.

After all of the comments generated from the ULC & UL reviews are resolved, the changes are integrated into the document. The UL Project Manager is responsible for verifying adherence to UL's STP process, which is followed during the previous development steps.

ULC submits draft to a second level of review to determine compliance to ULC procedures. Translation of draft occurs during ULC's SRC approval stage.

During the STP review process, UL typically has obtained ANSI approval for the draft harmonized standard. UL is ready to publish.
ULC submits draft National Standard of Canada (in English and French) for approval by the SCC.

PUBLICATION OF A COMMON STANDARD
ULC and UL determine a mutually agreed publication and release date for the binational standard.

ULC publishes document with agreed upon date and as close to the document date as possible, subject to SCC approval for National Standards of Canada submissions.

ULC provides UL with an electronic copy of the standard.
